The Member for Marsabit County (Hon. Naomi Waqo, CBS, MP) to ask the Cabinet Secretary for East African Community (EAC), the ASALs and Regional Development: - Could the Cabinet Secretary – (i) explain why the National Disaster Management Authority (NDMA) has, since October 2022, delayed payments to the Hunger Safety Net Program officers (HSNP) who cover the areas of Marsabit, Turkana, Garissa, Mandera, Wajir, Samburu, Isiolo and Tana River? (ii) provide timelines within which the Ministry intends to expedite payments to officers in these areas in view of the fact that the Program’s efficacy was significantly impacted by the delayed salaries? (iii) state the measures put in place by the Ministry to ensure prompt payments of salaries to the employees in future to avert compromising the Program’s efficiency?
