Transfer of police officers within same locality

Question

I would like to ask the Cabinet Secretary if it is good enough to transfer officers within the same locality. Is there a possibility to move them totally away from that county, so that the laxity, friendliness and all those other things that come with people working in a locality for too long can be eliminated?
